We discuss the assumption that an effective last-mile delivery necessarily entails large infrastructures and hubs and explore alternative models proposed in the literature. Our focus is not only in building an effective supply-chain but also a sustainable one, empowering the communities it serves. Most solutions that we explore are based on sharing resources, whether it is facilities shared by multiple companies or even the deliveries themselves. We then compare the findings of our research with what has effectively been put in place by Taobao in serving rural China. This case study proves that companies do not have to wait for large investments to be made in order to begin serving BOP communities; on the contrary, it is companies that have the ability to show the potential in these communities, allowing them to develop and pushing governments to pay closer attention to their skills.
