This thesis analyzes how insurers and public authorities are managing the increasing frequency and intensity of natural disasters. This phenomenon generates significant economic costs for insurance companies and governments. It also has major social consequences, particularly for people living in exposed areas. They may find themselves excluded from the insurance system because of premium increases or refusals to insure. This phenomenon affects many actors, with economic and social repercussions set to intensify. It is therefore necessary to take action to prevent the aggravation of these risks.
To do this, we first need to understand what is at stake for the various players, to identify their convergences and oppositions, and to assess the extent to which existing systems can respond to them. The ultimate aim of this work is to suggest ways in which insurers and public authorities can reconcile economic performance and social justice.
This study compares the French and American systems; the choice of the United States being explained by the difference in climate risk management and the worldwide dominance of its insurance system. The analysis will be limited to private property insurance, to be able to analyze precisely how it works and what is at stake. This approach is based on a comparison between theoretical sources and the results of qualitative interviews conducted with professionals from various sectors. |
