DECENTRALISATION ; FINANCES PUBLIQUES ; PAYS EN DEVELOPPEMENT ; SCIENCE POLITIQUERésumé : As experience with decentralization has accumulated, perceptions of both the problems that often accompany decentralization and the best ways to deal with them have evolved. This book draws on experiences in developing countries to bridge the gap between the conventional textbook treatment of fiscal decentralization and the actual practice of subnational government finance. The extensive literature about the theory and practice is surveyed, and longstanding problems and new questions are addressed. There is no simple or single way to get decentralization right. To be successful, scholars of fiscal decentralization must pay close attention to the unique political, economic, and institutional context and objectives in each country. The authors focus on the key choices that must be made in decentralizing, on how economic and political factors shape the choices that countries make, and on how, by paying more attention to the need for a more comprehensive approach and the critical connections between different components of decentralization reform, everyone involved might get more for their money. Bahl and Bird have created a valuable resource for scholars, students, and practitioners from economics, public administration and management, planning, policy analysis, and political science. ACCORD COLLECTIF ; RELATIONS DU TRAVAIL ; SCIENCE POLITIQUEIndex. décimale : 324.22 ACCORD COLLECTIF Résumé : This comprehensive textbook provides an introduction to collective bargaining and labor relations with a focus on developments in the United States. It is appropriate for students, policy analysts, and labor relations professionals including unionists, managers, and neutrals. A three-tiered strategic choice framework unifies the text, and the authors' thorough grounding in labor history and labor law assists students in learning the basics. In addition to traditional labor relations, the authors address emerging forms of collective representation and movements that address income inequality in novel ways. Harry C. Katz, Thomas A. Kochan, and Alexander J. S. Colvin provide numerous contemporary illustrations of business and union strategies. They consider the processes of contract negotiation and contract administration with frequent comparisons to nonunion practices and developments, and a full chapter is devoted to special aspects of the public sector. An Introduction to U.S. Collective Bargaining and Labor Relations has an international scope, covering labor rights issues associated with the global supply chain as well as the growing influence of NGOs and cross-national unionism. The authors also compare how labor relations systems in Germany, Japan, China, India, Brazil, and South Africa compare to practices in the United States. The textbook is supplemented by a website (ilr.cornell.edu/scheinman-institute) that features an extensive Instructor's Manual with a test bank, PowerPoint chapter outlines, mock bargaining exercises, organizing cases, grievance cases, and classroom-ready current events materials. Titre : Destined for War : Can America and China Escape Thucydides' Trap? Type de document : Livre Auteurs : Graham ALLISON ; Andrew HASTIE Editeur : Scribe Publications Année de publication : 2017 Importance : 280 p. CHINE ; ETATS-UNIS D'AMERIQUE ; RELATIONS INTERNATIONALES ; SCIENCE POLITIQUEIndex. décimale : 311.72 RELATIONS INTERNATIONALES Résumé : China and the United States are heading toward a war neither wants. The reason is Thucydides's Trap, a deadly pattern of structural stress that results when a rising power challenges a ruling one. This phenomenon is as old as history itself. About the Peloponnesian War that devastated ancient Greece, the historian Thucydides explained: 'It was the rise of Athens and the fear that this instilled in Sparta that made war inevitable.' Over the past 500 years, these conditions have occurred sixteen times. War broke out in twelve of them. Today, as an unstoppable China approaches an immovable America, and both Xi Jinping and Donald Trump promise to make their countries 'great again', the seventeenth case looks grim. Unless China is willing to scale back its ambitions or Washington can accept becoming number two in the Pacific, a trade conflict, cyberattack, or accident at sea could soon escalate into all-out war. In Destined for War, the eminent Harvard scholar Graham Allison explains why Thucydides's Trap is the best lens for understanding U.S.-China relations in the twenty-first century. Through uncanny historical parallels and war scenarios, he shows how close we are to the unthinkable. Yet, stressing that war is not inevitable, Allison also reveals how clashing powers have kept the peace in the past -- and what painful steps the United States and China must take to avoid disaster today.
