DECENTRALISATION ; FINANCES PUBLIQUES ; PAYS EN DEVELOPPEMENT ; SCIENCE POLITIQUERésumé : As experience with decentralization has accumulated, perceptions of both the problems that often accompany decentralization and the best ways to deal with them have evolved. This book draws on experiences in developing countries to bridge the gap between the conventional textbook treatment of fiscal decentralization and the actual practice of subnational government finance. The extensive literature about the theory and practice is surveyed, and longstanding problems and new questions are addressed. There is no simple or single way to get decentralization right. To be successful, scholars of fiscal decentralization must pay close attention to the unique political, economic, and institutional context and objectives in each country. The authors focus on the key choices that must be made in decentralizing, on how economic and political factors shape the choices that countries make, and on how, by paying more attention to the need for a more comprehensive approach and the critical connections between different components of decentralization reform, everyone involved might get more for their money. Bahl and Bird have created a valuable resource for scholars, students, and practitioners from economics, public administration and management, planning, policy analysis, and political science. ENTREPRISE ; DIRECTION GENERALE ; SCIENCE POLITIQUERésumé : Empirical research on politically connected firms in France is very low compared to Asian countries where it is easy to find a relation between the performance of a firm and the political connections of its CEO or board members. Shleiffer and Vichny (1994, 1998), and Hellman, Jones, and Kaufmann (2000) suggest that politicians’ intervention in business activities is more severe when institutional constraints are weak which is not the case in France.
This seminar paper thus explores the importance of having political leverage in France based on a sample of firms with a CEO or a Board that have clearly stated their affiliation to a certain political party based on his own declaration, former participation in a public function or his participation in a political campaign or future government. In a country like France where the influence of government on companies should barely not exist, the idea is to examine whether public companies go through an economic improvement after their political declaration or during the mandate of their political affiliation or not.Note de contenu : Bibliogr. p.18 Programme : PGE-Reims Spécialisation : Finance d’Entreprise - Corporate Finance Permalink : https://cataloguelibrary.neoma-bs.fr/index.php?lvl=notice_display&id=484785

RELATIONS DU TRAVAIL ; ACCORD COLLECTIF ; SCIENCE POLITIQUERésumé : This comprehensive textbook provides an introduction to collective bargaining and labor relations with a focus on developments in the United States. It is appropriate for students, policy analysts, and labor relations professionals including unionists, managers, and neutrals. A three-tiered strategic choice framework unifies the text, and the authors' thorough grounding in labor history and labor law assists students in learning the basics. In addition to traditional labor relations, the authors address emerging forms of collective representation and movements that address income inequality in novel ways. Harry C. Katz, Thomas A. Kochan, and Alexander J. S. Colvin provide numerous contemporary illustrations of business and union strategies. They consider the processes of contract negotiation and contract administration with frequent comparisons to nonunion practices and developments, and a full chapter is devoted to special aspects of the public sector. An Introduction to U.S. Collective Bargaining and Labor Relations has an international scope, covering labor rights issues associated with the global supply chain as well as the growing influence of NGOs and cross-national unionism. The authors also compare how labor relations systems in Germany, Japan, China, India, Brazil, and South Africa compare to practices in the United States. The textbook is supplemented by a website (ilr.cornell.edu/scheinman-institute) that features an extensive Instructor's Manual with a test bank, PowerPoint chapter outlines, mock bargaining exercises, organizing cases, grievance cases, and classroom-ready current events materials.
