Argument d’autorité au service des managers de tout poil, elles mettent en nombres le réel et maquillent les choix politiques en vérités nimbées d’une aura mathématique. Et, en effet, lorsqu’on vous assène tableaux chiffrés, courbes, diagrammes et autres camemberts, comment lutter ? Le parti pris de ce livre collectif, qui rassemble les contributions de sociologues, de journalistes, mais aussi d’artistes et de militants syndicaux ou associatifs, procède du judo : prolonger le mouvement de l’adversaire afin de détourner sa force et la lui renvoyer en pleine face. Faire de la statistique, instrument du gouvernement des grands nombres, une arme critique. Essayer du moins, explorer cette possibilité. Militer avec des chiffres, ce serait faire du statactivisme. L’histoire de cette forme de contestation, dont Luc Boltanski indique qu’elle ne permet pas de formuler ce qu’il appelle des critiques existentielles, passe d’abord par un retour sur la longue controverse sur l’indice des prix en France, présentée par Alain Desrosières. La deuxième partie du livre s’intéresse à la façon dont on ruse, individuellement et souvent secrètement, avec les règles. L’association Pénombre, composée de statisticiens critiques, y présente le petit film qu’elle a réalisé : une fausse interview du commandant de police Yvon Desrouillé, qui explique, face caméra, comment tripatouiller les statistiques de la délinquance. Mais les statistiques peuvent aussi servir à faire exister politiquement, en les rendant visibles, des catégories sociales discriminées. Louis-Georges Tin, président du Conseil représentatif des associations noires (CRAN), met au jour les sources méconnues de ce statactivisme-là, en montrant comment Victor Schoelcher, au XIXe siècle, mobilisait déjà des arguments quantitatifs pour la défense des droits des Noirs. Une dernière stratégie statactiviste consiste à bâtir des indicateurs alternatifs, tels que le « BIP 40 », élaboré par le Réseau d’alerte sur les inégalités (RAI), qui met en rapport les bénéfices dégagés par l’envolée des cours boursiers et le creusement des inégalités sociales. Ces quatre démarches sont illustrées, avec humour ou sérieux, en texte ou en image, par les contributeurs de cet ouvrage, qui se retrouvent sur l’idée qu’« un autre nombre est possible » : ce qu’une logique hégémonique de quantification a instauré, une pratique statactiviste avertie peut chercher à le défaire. The principle of maximum likelihood plays a central role in the exposition of this book, since a number of estimators used in econometrics can be derived within this framework. Examples include ordinary least squares, generalized least squares and full-information maximum likelihood. In deriving the maximum likelihood estimator, a key concept is the joint probability density function (pdf) of the observed random variables, yt. Maximum likelihood estimation requires that the following conditions are satisfied. (1) The form of the joint pdf of yt is known. (2) The specification of the moments of the joint pdf are known. (3) The joint pdf can be evaluated for all values of the parameters, 9. Parts ONE and TWO of this book deal with models in which all these conditions are satisfied. Part THREE investigates models in which these conditions are not satisfied and considers four important cases. First, if the distribution of yt is misspecified, resulting in both conditions 1 and 2 being violated, estimation is by quasi-maximum likelihood (Chapter 9).
