Marijuana, weed, bhang, dope, hashish, hemp, herb, kif or officially named cannabis, is a psychoactive drug, that is made from dried leaves and flowers of the hemp plant. Illegal in many countries, cannabis is the most commonly used illegal drug around the world. Also illegal in France since the law from 1970, the use of cannabis was not always penalized. Indeed, in the nineteenth century, its use was widely widespread. There were thereabouts 25 millions of regular users at the beginning of the 1900s, which was representing 1.5% of the world population at this period of time. The war against drugs and cannabis started at the beginning of the twentieth century. The United Nations ratify in 1961 the international treaty of the Single Convention on Narcotic Drug which prohibited production and supply of specific drugs including cannabis. In France, the law from the 31st December of 1970, defined illegal and penalize the use, the possession, the distribution and the production of cannabis. France has, nowadays, one of the most repressive legislation towards cannabis among the European countries. |
