In October 2019, during the fifteenth edition of the Assises des déchets, the Secretary of State for Ecological Transition, Brune Poirson, declared: "Each year, despite the relentless efforts and remarkable performance of some communities, at least 200 million bottles of water end up in the wild in France. And nearly 7 billion bottles and cans, out of the 16.6 billion we consume, are not recycled and are therefore mostly burned. We cannot be satisfied with this situation and we must all seek to improve this system. That is why we have turned to the deposit system” . This intervention shows the importance of the discussions on the performance of the French recycling system, but above all the degree of tension that the debate can provoke. Indeed, the questioning of our current system began at the beginning of Emmanuel Macron's five-year term, in September 2017, with the setting up of the first consultations with the aim of leading to the anti-waste bill for a circular economy. From then on, the issue of recycling became central and gave rise to numerous tensions between the various players in the sector and the examination of a return of the deposit became the spearhead of this controversial project. At the height of the divisions, the Senate rejected this measure in the bill on 27th September.
While European directives provide for a minimum recycling rate of 60% for municipal waste by 2030 with a target of 70% for packaging, such a bill is essential and must bring together and mobilize the entire sector, if not the entire population: from private individuals to manufacturers and recycling professionals. But then, why is the drafting of a unanimous bill so complicated, despite the many consultations that have taken place over the last two years? Why and how should the French recycling industry renew itself and reinvent itself to improve its performance? How can France catch up with some of its European neighbours and meet the objectives of the European Union?
It is to all of these questions that we will try to provide an answer in the next few lines by developing a three-pronged approach. First of all, we will try to define what recycling is, its different forms but above all how it works in France and the stakeholders in its process. Secondly, we will focus on recycling and its
performance in France, i.e. how and why it has become central to the French system and what we can say about its performance in 2020. Finally, we will try to explain the different ways of improvement that have been studied before putting forward the limits and its prospects for evolution.
