In its final report published in January 2018, the group of experts on sustainable finance in the European Union (HLEG) wonders for setting up a reduction factor applicable to the prudential capital requirements associated with exposures to assets promoting the energy transition, or “green supporting factor”. (1)
The idea of reducing the prudential capital requirements of banks for loans or investments in green projects is interesting, in particular because it opens a debate on the role that banks play in credit allocation.
The “green supporting factor” consists of reducing the prudential capital requirements of banks for their green credits by applying a reduction to the risk weighting factors applied to them. Banks could therefore finance these credits with a lower cover in prudential capital. This means greater leverage on their balance sheets and greater leverage on their balance sheets, which was one of the main causes of the global financial crisis.
Encourage green finance without weakening the banks is possible. One way to do this is to increase the risk weights for carbon assets, which would strengthen the banks and discourage lending to carbon activities. For society as a whole, if not for banks, a penalizing factor on brown is win-win. The idea was raised by DG Fisma Director General Olivier Guersent in a speech to the Bruegel think tank in 2017. (2)
In the current context where forecasts of increased temperatures, CO2 emissions and especially the scarcity of certain raw materials, it is preponderant for banks to have asset classification in their portfolios to take into account the risks linked to this climate change. |
