Democratization of culture has been a central objective of the public policies in France the last sixty years. However, despite the measures taken by the State for the diffusion of the cultural offer throughout the national territory and for the facilitation of its access, significantsocial inequalities still remain in terms of cultural practices.
The aim of the following study will be to understand:
-why music competency can be a tool for social distinction
-the articulation and extent of the artistic, social, and educative missions
-how these programs can be evaluated, and what indicators should be chosen to do so
-the social impact of the program and how far it can go
-the difficulties and the limits of the evaluation of social impact
