Efficient water service delivery to customers is the focus of urban water utilities globally with a view to improving people productivity and health. This focus has inspired many water service providers to embrace reforms like New Public Management (NPM). The theoretical and empirical debate on the effect of NPM on the performance of Public entities is still ongoing yet limited research has been conducted in the water sector in developing countries. This thesis addresses the issue of whether adoption of NPM reforms improves technical efficiency and the quality of urban water service delivery. |
